The VDEX encoded vocabulary can be used in the following 2 ways:
use the VDEX browse tool in the metadata editor to select a VDEX encoded vocabulary, browse through it to find the
desired term, and then export that term coded in a suitable format for inclusion in an LOM
Classification instance.
use VDEX encoded vocabularies in other elements which use the LOM vocabulary type.
